Surah At-Tawba Ayah 45
سُورَةُ التَّوۡبَةِSurah At-Tawbah is the only surah that does not begin with Bismillah. It addresses relations with polytheists and hypocrites, and calls for repentance and sincere faith.

إِنَّمَا یَسۡتَـٔۡذِنُكَ ٱلَّذِینَ لَا یُؤۡمِنُونَ بِٱللَّهِ وَٱلۡیَوۡمِ ٱلۡـَٔاخِرِ وَٱرۡتَابَتۡ قُلُوبُهُمۡ فَهُمۡ فِی رَیۡبِهِمۡ یَتَرَدَّدُونَ
English
Only those would ask permission of you who do not believe in Allah and the Last Day and whose hearts have doubted, and they, in their doubt, are hesitating.
